My friends laptop screen just broke and I was hoping to buy him a new one he only used it for drawing and Minecraft and he has a drawing tablet but needs a new laptop it doesn't need to look Fancy or anything just needs to be able to run Minecraft and some drawing programs, he said he uses "SAI" but I'm not really sure what that is,

(Hopefully under $500)

Could just get a monitor and plug that in to the laptop, that way you can still use the current laptop.  Not much use if you don't have a monitor wherever you bring the laptop tho.

Also kind of defeats the purpose of a portable pc right?

Lots of people have laptops for "just in case I need to carry it around", and not for "I need my computer everywhere I go therefore I get a laptop".  It's incredibly common to see laptops never move from their spot on the table.
