Specs:

I9-9900k

MSI z390-A Pro Gaming

Nvidia GeForce gtx 1070

2x8gb Lpx Vengeance 3000mhz

2 tb Samsung 860 QVO SSD

Corsair CX 750M

Corsair H100i Pro Cooler

PC keeps restarting when booting into Windows. Old pc was possibly stuck by lightning. Everything is new except for the cpu cooler and gpu. Tried re-installing windows with a cd and flash drive. Tried updated bios and it didn’t reboot during that process. Can’t get past windows setup without the computer turning itself off and back on. Don’t know what the problem could possibly be.

I attached 2 videos of it turning off. It turns itself back on right after.

Hello,

try taking out the GPU and try on board graphics to see if the GPU is causing the issue.

In the past I have had this issue from either a broken PSU or MOBO ... never the GPU.

Regards,

CLEAN

We tried without a gpu and with a 970 a friend had and it still did the same thing.

Have you tried building it outside of the case?  Perhaps the case buttons are broken causing it to activate the reset button.

Edit:

You actually don't have to pull it from the case -- just disconnect the case buttons.

Yeah I’ve already disconnect the connections and jumped it with a flathead and it still did it.

Maybe it's time to pull it out of the case and see if it still happens then.

Try re-seating the ram, ensure the ram is in the right ports. If you have other working motherboards of the same socket try them out. You also seem to have experienced a lightning issue... I am NOT an electrician but maybe try it in a different room that will be on a different breaker.

If the case was causing the issue, wouldn’t it do it regardless? It only reboots itself when it tries to load into Windows or a few moments after it loads into Windows, it doesn’t do it while in bios.
I just want to make sure before I pull everything out of the case.

Well I hate to say it, but it was something you should have done before putting everything into the case.  So to rule out the case in all aspects you gotta pull the components and try them on the box.  Perhaps there is something behind the mobo fouling.

What happens when you boot without a hard drive of any sort?
