Is a dual 120mm radiator as efficient as a 240mm radiator

They will be within margin of error as long as the surface area being that the fin density between the two are similar. In general though it is better to have a single longer rad than shorter thicker rads, but as you still have 240mm total it will be essentially the same. 

 

For a single CPU and GPU for a custom loop it would be recommended to have 360mm minimum of cooling if you are aiming for silent performance, more the better of course.

You could even make the argument that dual 120 radiators are better in that they can total a larger thermal mass with two additional end tanks and lengths of tubing.
