Does a motherboard switch means reinstalling windows?

You'll be fine.  It's not the most elegant solution to simply swap 'em out with a current Windows install, but you likely won't have any problems.  

 

If you really want your new hardware running at its best though you'll want a fresh install.  

I'm planning to retire my old core i7 4790 and it's b85m motherboard. I'll switching to ryzen 7 3700x, so does this mean that I have to format my original boot drive (Samsung 860 EVO ssd) and reinstall windows on it again?

Possibly. Sometimes it works, sometimes it doesn't. I would have a bootable USB with Windows on it in case it doesn't work.

I build computers and networks. Fibre Optic is my only dream imaginable.

It worked well for me BUT it's not a guarantee of success as @callmejaccob mentioned. Windows will try to detect the changes and update drivers. I was able to go from an x299 to x570 board and it detected fine afterwards but have a Windows USB ready just in case you need to reinstall because something doesn't go well.

Then a fresh install it is, I'll be installing windows on my new m.2 ssd and formating my old Samsung 860 EVO. Cheers guys.
