If you're rubberbanding in games, it's probably not a graphics problem but a connection problem. if for whatever reason your PC is freaking out when you're using YouTube, reinstall your ethernet drivers.

If your router has a QoS service for prioritizing data streams it could be set weird or behaving strangely causing connection issues. The problem isn't necessarily just your build. Could just be a poor wifi connection, do you know how to check for dropped packets?
