Those are some very old parts.  Old enough to start being expensive again.  I’m noticing no PSU was mentioned. Also the kind of memory the motherboard used was mentioned but not the memory on the motherboard.  It would need both memory and a PSU to work.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

1. Do the Fans Turn on
2. Do the Power light itself turn on?
3. Possible issues:
- Power Supply (because it wasn't mentioned at all)
- Dead HD
- RAM
- MOBO

Quick fixes: Replace ram or pull them out and put them back in.
