Help planning a small form factor PC build

I'm helping my mom with getting a new pc since her pc is getting quite slow (+ some problems with crashing)

 

The budget for the build is a place between 500-1000 Euro.

 

The aim of the build is for it to be a small form factor for work (basically only Microsoft office), 

 

The only things that is needed is the case, parts and the OS (Windows) (not any peripherals)

 

The pc should not end up being to loud

Ireland is darn expensive, and quite restricted in parts available. You're sure to be part of the EU?!

 

This should serve well, but a good fm2-system with 65W/45W apu and 16gb ddr3 dual-channel would do as well at up to similar speeds - and at several €€ less; fm2 apu and mainboard used should be sub €50, add €30-50 for 16gb ddr3 (1600/12800 at least) dual channel and you've saved more than €100.

I'm actually from Norway (so the budget is about 5000-10000 NOK), the site I'm most likely gonna use is komplett.no
