Power and Reset switch not working

This is my first time building a PC and after assembling everything when i tried to turn it on, it wouldn't. I thought it would be faulty motherboard, but i was able to start the system by shorting the power pins. The reset feature also works within windows when i short the pins. The HDD led and power LED both works, but the reset switch and power switch doesn't.

 

The button does make a clicking sound when i press it, so I don't know if it's an issue with the button. So i have no idea what is wrong. Hoping someone can help me diagnose this. Thankyou
