Any new Nvidia video cards incoming this year worth it to wait for than to get an RTX 20XX video card?

There's still a lot of time in this year, so definitely yes.

So far as I am aware, there are rumors the RTX 3000 series is coming out. I would say for now wait and see what happens.

When is it likely to be announced? 
How likely is this NOT a rumor? 

What more can the 3000 series bring than the 2000?

could be GTC, could be Siggraph, they did announced new stuff in those times in the past. That said the lack of benchmark leaks may indicate that GTC in July is too early for that, but who knows.

Nvidia maintained their 2-2.5 year per generation leap, and Turing came in late 2018.

Who knows, it could be anywhere from a retune of Turing (e.g.. ratio of CUDA/Tensor/RT cores), refresh of Turing on a new process node (Samsung 7nm), or a complete rework. Nvidia's next gen products are always meaningful though, no toothpaste job like Intel even if the architecture is the same (e.g. 400 and 500 series are both Fermi, but 500 series has been fixed in major ways)
