Inquiry with EVGA 1060 3GB

In the picture posted below, what does the 987MHz represent?  Is that my current base clock? Even though it should be roughly 1600mhz? And does that bottom 4000mhz represent the memory clock? If this is the case, what could be the problem of why the card is underperforming from a statistical since the base clock should be 1600 or so? Drivers are also always updated with GeForce now. I'm new to this overclocking thing and was going to attempt to get the 'boost gain' to approximately the 1800mhz advertised. Then I saw that 987 and it threw me for a loop. Thanks for the help!

4006 is half memory clock speed.

 

the white and red arrows are the base and boost speeds.

That makes a ton of sense. I appreciate the help.
