Help with buying new Motherboard, CPU and Ram

You are eliminating dual channel memory by putting them side by side, try putting one memory module in the A1 dimm slot, and then the other module in the B1 dimm slot, basically 1 space apart, because one of the memory sticks are installed incorrectly so that is why your system is only reading 8GB usually in these cases your system wouldn't post and display an error from the DIMM slot because of the incorrectly installed memory module that you put in A2, but make sure you switch the one in A2 and put it in B1, and then see if your system reads 16GB instead of 8GB
