Yeaa ofc what else will happen when two xeons have less cores than a 3990x

Not only that, by EPYC(AMD's server chip) has much more memory bandwidth, and a higher memory cap. The 3990x is a waterdown server chip, so that should tell you just how badly the actual server chips beat Xeon ?.  Amazon and google are switching to AMD Epyc.

Surely...well actually...I am going build a cheaper pc first(like the cheapest for browsing and stuff) coz my dad said its safer to first try with low end products...I don't know how to boot a monitor on integrated graphics...I mean if u don't have a gpu and you connect your monitor to motherboard will it work?

Yes, instead of connecting to the GPU's backpanel, you will connect to the motherboard HDMI port.(However this isn't the case with AMD unless you go with an APU). Intel has an igpu where this is possible. For AMD you will require a GPU, even if it's just something like a 1030.

Either will work. But my recommendation is to go with x470.

You get less features with a b450 board. It's often at the expense of Wifi and bluetooth. You'd also lose out on PCI-E 4.0.

Yes, in pure featureset and the fact it's the most recent chipset update, it is the best option. Also it's my day off from work(President's day here in the US) so ask away lol.
