oopsie daysie so i was watching a video with my brother and my gpu was super loud so i just turned off the fans and we watched the video but then my cousin pulled in so we went upstairs and was up there for a good hour or 2 and when i came back my gpu was at 91c and i have a xfx rx 570 8gb and it says the max temp for it is 65c. is there any chance i messed up my card at all by accidently doing that ?

Doubtful. Even at those temps it should have throttled the speed to keep it from going higher. What you should do (if you can) is remove the cooler and check/replace the thermal paste.

i have no idea how to remove a gpu cooler without breaking something lmao

You could watch a vid or something. Either way just give it a quick test, it should be fine.

okay and is there any way i could decrease the overall temp of my gpu it gets pretty hot in every circumstance even when its not being used it sits at 45c

Remove the cooler and replace the thermal paste ;). Other than that you'll need to crank up the fan. Also make sure your case isn't causing issues with air flow.

No, this is okay. You can't damage any modern CPU or GPU by high temperatures, at least if this is one-time occurence, they'll throttle down if you reach unsafe temperatures, anything sub 90°C are generally safe for 24\7 usage, it'll just lower the performance because it'll boost to lower frequency.
