someone please help...

My pc case shocks me when i touch it, i opened it to check whats ths problem... the top of the hard drive and the metal pipes on the cpu defenitely are the most that shocked my fingers.

Later i tried to open it and there was no video output...

No cables were changed or touched... fans are spinning normally and the lights in the case are on!

specs:

i5 6400

rx580

12gb ram (different speeds)

evga 750GQ

gigabyte motherboard

the problem started when i first moved last week and the output problem just happened today, no specs were changed for a year or so, thanks for the support

This means the wall outlet you're using isn't grounded.

"touching around" in your PC is probably the reason you have no video output, static electricity does kill PC components.

Find a grounded outlet, reset the CMOS  and start troubleshooting.

Fair enough, he mentioned that started after he moved and I assumed it was the electric outlet, but you're right, it could also be something else in this new place (low humidity, carpets, new chair, etc...) , or even a combination of things.

EDIT : forgot to add this for the OP ;

You should make sure the outlet used is grounded, and then to "discharge" any static you might have by touching the metal in the case or the PSU.

Also don't use clothes that easily get static charges.

(UK, grounding is mandatory)

Not sure how it is where OP is, but it's similar in my province, but only in new building. My current house is from the 40's and it still has circuits from that era, and even though the outlets are recent and have a ground, the circuit itself isn't grounded, and since that's how it was originally, it's legal until there are major renovation in that room, then it has to follow current code.

So my office is up to code, but the kitchen and dining room aren't grounded :(

and i'm always resting on the chassis so i don't build up any charge

Same, it's a habit I've always done and don't really have to think about it now ;)

Reset the BIOS to factory defaults.

The easiest way is to unplug the PSU and then remove the small CR2032 battery on your motherboard, wait 10 seconds and put it back.

Your motherboard should have a way to reset it without removing the battery, check the manual for that.
