Ubuntu is free and fairly user friendly. You'll have to learn a little bit compared to windows.

 

There's plenty of guides on how to create a minecraft server on Linux. Really depends on what kind of server you want set up though,

If you want to use a bedrock server, you can go to minecraft.net and there was a tutorial, hope i can help you.
