It's a new issue that has surfaced after recent updates. Two of my colleges had the same issue today and I just received a mail regarding the issue.

You need to disable the Windows Bing online search within the registry.

I think this should do the trick:

how do you open registery editor and group policy editor without being able to use search bar?

you know what, i checked for updates and there was one new one, updated and the issues gone lol

 

that was strange tho... i update every week and that only started today.

Windows 10 has a Start Menu folder. It should be under:
C / ProgramData/ Microsoft / Windows / Start Menu / Programs / Windows-"something something" (dunno what it's called in english. I use the german version :p) 

Should look something like this:


In there you can find the registry-editor.

Oh, then it seems Microsoft already rolled out a patch. That's good to know!

Windows Key + R will open the Run menu, from there you can just type in regedit and bring it up
