Hey guys so my brothers computer was just working perfectly but when he opened the Razer Synapse app it said he needed to restart the PC to finish a download and thats when the PC restarted on its own. And now it just keeps on restarting and its stuck on the "ASROCK" logo screen. But then sometimes on the bottom of the screen "Preparing automatix repair" appears. Ive taken the CMOs battery out and put it back in but it didnt change. What else should i do? or do i need to get a new motherboard.

That sounds like an issue with windows, not your hardware (likely). 

So, I'd suggest if you can, trying to boot to a windows installer key and see if that works. If you have a spare drive, try installing windows to that and booting to it. 

If you don't, I'd remove whichever drive (hopefully the hard drive) that doesn't have windows on it to reduce the points of failure. When the automatic repair screen shows up, I assume it says the repair failed and you have to reboot? If so, there's usually an option for advanced repair options. These include just trying to load windows anyways, booting to safe mode, launching a terminal to run debugging software, etc. I'd try just booting to windows anyways to see if windows can fix itself, or using safe mode, and if that fails we can revisit more complex things like checking/fixing disk errors, etc.

Actually when the "automatic repair" screen pops up it loads for a bit and then restarts. Can i try and reset the pc with like a spare drive? Also how do i boot to safe mode?

F8 or Shift-F8 during boot. If (and only IF) your Windows computer uses a legacy BIOS and a spinning-platter-based hard drive, you may be able to invoke Safe Mode in Windows 10 using the familiar F8 or Shift-F8 keyboard shortcut during the computer's boot process.
