My friend asked me to build a PC for him and I haven't been following the news so I am trying to play catch up with the trends.  I've never built a system with team Red and my knowledge of parts is outdated.  The computer is for gaming only.  No streaming or content creation and no overclocking in the beginning which is why I was trying to save a few dollars by sticking with the stock cooler.

Games:

Grand Theft Auto
Forza Horizon
Skyrim
Call of Duty
Star Wars -- Fallen Order
The Witcher
Gears of War 5
Need for Speed : Heat
Assetta Corsetta Competizone

Requirements:

Total budget is 1500

2k gaming setup

Motherboard or PCIe card with Optical Audio Out

Monitor

Keyboard

Mouse

How does the parts list look to you?  Any suggestions?  Also what suggestions for monitors keyboards/mice?  Any feedback would be appreciated!

Thanks for the tips on Windows!  Unfortunately the GPU has eaten up most of the budget in your iteration.  1500 is to include a 2k gaming resolution monitor, keyboard/mouse as well.

Thank you!  This looks great.  Any suggestions on other Motherboards to consider for AM4?

This one is pretty good and very inexpensive for the features it offers. It also has an I/O optical connector. A PCIe Card is too expensive to be competitive imo.

You don't need an X570 board. A B450 saves some cash.

The issue I keep running into is that he is looking for a board with optical audio out.  And I do not see it on that board.  It was a great thought though!  Thanks!

You could get a 2070 Super with that budget - might be worth it at 1440p. Just a thought - he knows best what kind of performance he needs

As it would appear that taxes are not calculated into the pcpartpicker prices, that would send me way over budget.  I do have a 2070 myself and it is a great card!

In that case the B450 Gaming Pro Carbon is still a bit cheaper and has optical audio. You also get wifi with that board. And of course no annoying chipset fan on B450.
