Yes and yes although it would be a bit tight and you'd want more headroom. 

A decent 600w is plenty for a single 290.

Is a 750w overkill for a single gpu set up? Im planning to use a R9 290 Tri-X and do some OC'ing in a 4670k. Is 750w also enough for a 290 crossfire?

dude you want overkill look at my psu im using a 850w for a single gtx 680

You might want to get an 850 or 900W PSU for two-way CrossFire with two 290s and an OCed 4670K.

For two GTX 780's, 750W is more than enough for any build. I'm not sure how much more power the AMD cards sip so based off this I'd say 750W would be plenty.
