I'm going to build a pc with a ryzen 3 3200g and an msi b350m gaming pro motherboard, i'm not from the us and it's like 110 buck if i converted it to usd, when i tried to see if it was compatible in pc part picker it gave me an error, so can i put these 2 components together or no?

If the bios is updated on the b350 motherboard, it's compatible. Otherwise, no it wouldn't work.

 

If you had a friend with a first gen CPU like a 1200 that could lend it to you to update with, that would work fine.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

but what if i can't do that, does it mean i wouldn't be able to update the bios?

You can sometimes contact the retailer and have them update it for you as well, and possibly take it to a local PC shop and see if they'd do it.

like can i download the update and put it in a flash drive before i get the card or change my pc components?

You can update the BIOS if you have

1) a compatible CPU

2) video output device

3) ram

Without those things the BIOS can't be updated. Unfortunately your motherboard lacks the BIOS flash button that some MSI motherboards have that allows the BIOS to update without any of those things.
