Laptop not working

So I recently brought my old laptop out of storage, the power button broke so I put it in there. I brought it back out and using the button on the mobo physically

 

so when I turn the laptop on, it posts, but it “boot loops” once then it continues 

 

i did take the hdd out but the bootable ssd should still be there (don’t know where to check) 

 

This is on a external monitor as the screen on the laptop does not turn on.

 

i have a acer aspire v17 vn7-791g

No, it is just stuck at that screen, also moved the power cord and the screen fixed itself the the. It broken inage
