I know that the ideal remover for thermal paste is high % isypropyl alchohol but I cant seem to find it ANYWHERE in sweden. Are there any alternatives?

You can use acetone or nailpolish remover. If you are really in need, you can use a strong alcohol, like very strong vodka or rum (make sure that there hasn't been added sugar or other such incredients to the alcohol).

I believe It's called "rengöringsbensin" in Sweden, you can get it in any hardware store.

Well I was going to use acetone but people said its way to strong

It is not recommend to use, but it does work. You can also use benzine, but that is also very strong.

Well I dont want to take any chances but on the other hand, nowhere in sweden sell isopropyl alchohol

As far as a bit of googleing has thought me, isopropyl alcohol in Sweden should be called either "Teknisk sprit" or "rent ethanol". I know the laws on alcohol are very strict in Sweden, so I don't know if these things are allowed to be sold for home use.

If acetone is being sold, I think this will be sold :P

Of the two, you should use acetone. Vodka is not recommend at all, and should only be done if you are out of other options. 

The risk of acetone is that it can damage the PCB, though the risk is not that big. Just dampen a piece of paper and rub it on the area that you wish to clean.

That would take forever, but I guess the risk would be lowered. The risk of anything happening is very small, so I wouldn't worry about using paper and/or cloth to do it.

Without going into chemistry to much. No, acetone cannot dissolve metal. Acetone can react with other chemicals that can dissolve metal, but those chemicals are not present in neither the air nor on in a PC. You will also be applying and wipeing the acetone so fast, it won't have time to dissolve anything. Acetone can only really be used for dissolving organic materials. This is why it is used to prep for paint, becuase it dissolvs the oils that is in wood.

As long as it has a high percentage of acetone in it, and there hasn't been added perfumes or other cosmetic stuff to it, it should work. 

 

I'm not familiar with all brands of nailpolish remover, so taking a picture of the bottle won't help.

Make sure you clean it well with a dry piece of paper or a micro fiber cloth afterwards and you should be fine. Fragrance and perfume are not the same thing and I'm sorry I didn't specify that.
