Ram usage in windows !0

My mother board is Asus M5A88-M it is compaitable of doing 16 Gb of RAM at 1866 MHZ. so installed  2* 8GB of RAM at 1866 MHZ  Fury Hyper X model.

 

Problem is 

1.) Ram usage is 8 Gb only 

2.) in bios it says at 8 Gb of Ram installed but in CPu Z says 16 GB of Ram installed 

 

can i know the exact problem behind it  i use 450 W PSU
