I've been told that my idle cpu temps are pretty high atm, I just had my pc have a weird spasm this morning when booting up.

It's hard to explain but the pc was being booted up it was like the drivers were not installed and my cpu temp was really high for no reason.

I tried to reboot and then my cpu temps were like 4-5C which was weird.

I went into BIOS and reset everything to default and now my pc is running just fine but I also got a suggestion that the cpu I have now (It had thermal paste applied already) needed new thermal paste or it could be the mounting of the cpu cooler? 

Any Suggestions?
