I have a Gigabyte rx590.  I overclocked the GPU frequency to 1720, and the VRAM frequency to 2250, and my Temps never go above 60C.  I did put a decently aggressive fan curve on it though.  Is this impressive?  Since it never goes above 60C, do you think that I have room to go higher?

heres my system specs

We can't know if you have room to go higher, you'll have to test it yourself. I would suggest stress testing for extended periods of time (maybe 6+ hours) to ensure stability. You can do some research on overvolting if you'd like, this would allow you to push your card even further. You could also flash a modded BIOS which would allow your voltage beyond spec, but I'd recommend doing lots of research on this, as you can fuck up your shit royally if you don't know what you're doing.

it games fine for hours at 100% utilization with Temps below 60c.  never had stability issues either, as I increased the voltages with the clock speed.

A lot of people here like Aida64, but I don't use it myself.

You can use something like MSI Kombustor or Heaven Benchmark to stress your GPU core. For stress testing your GPU memory (which should be overclocked separately) you can use OCCT with error detection enabled. This also stresses your GPU core but mainly tests for memory errors (similar to memtest for DRAM testing).
