So my rx 590 has a boost clock 1545mhz and it used to hit 1545mhz without me raising the power limit to 20% and now i have to raise the power limit to 20% to achieve 1545mhz. Also the temps used to 65c max now its at 70c. Is there a reason why this is happening?

Gpu driver version: Adrenaline 2020 19.12.3 

I used this driver before and had no problems before.

Has your ambient temperature changed? If not reseat/clean cooler.

Strange. Have you monitored anything else than core temp?

Are you sure your GPU is not just reporting core temp as the only temp. Seems unlikely that all temps is 70C. Also 70C is not 65C and that may be the reason you're not hitting 1545mhz.

The temp 70c was before i also put the fans at 100%. Before i was getting 1545mhz at 60 to 65c now im not even getting 1545mhz even if the temps is 65c which is at 100% fan speed
