PC automatically turns back on after shutdown (new build)

I built a new PC this past week and this problem popped up straight away but a simple change in the power settings regarding a wireless adapter fixed it.

 

Unfortunately it has come back and now nothing I do seems to do have an effect, I removed the wireless adapter but the problem still happens. I am running Windows 10 and I've seen a lot of videos of how to fix this but none of them show anything I haven't already tried.

 

I have gone through everything in the power settings and made sure nothing has permission to wake the PC as this seemed to fix it last time but it's still happening.

 

Any help on this would be greatly appreciated.

Does it happen with power-switch disconnected?

Do you mean the front panel switch on the case being wired to corresponding plug on the motherboard?
