Ok, so here are my system specs

DH77EB Motherboard (It's older, max of 32gB DDR3)

32gB DDR3

Xeon E3-1245 V2

RX 580

There is something hindering the performance of the RX 580 and I don't which part it is. I could overclock the GPU, but then it freezes when I try to play Steam games. I assume it's the memory but I want to be sure.

Use MSI afterburner or another system monitor to measure the CPU and GPU usage during games.  That will tell you what the bottleneck is.

Your GPU and CPU are paired very nicely and you really shouldn't see a bottleneck with those. A couple questions though. What does your cooling look like? Specifically case airflow? Additionally, what are your RAM and disk speeds?

I use an SSD, which has, according to amazon, a max read speed of 550mB/s max write of 520mB/s, and as for memory, it's either 1333 or 1600,I don't have much info on the. 2 case fans (1 front 1 back) fans attached to the heat-sync on my CPU, and dual fans on my graphics card. The filters aren't the greatest, but the inside of my computer isn't too bad.

Edit: The overclock works fine now I checked the drivers and it needed an update. What an idiot I am.
