so i had some issues with my cpu overheating. and i had 2 programs installed that shoed me the cpu temp. so i was checking if they where correct but putting my pc next to my window, and let it stand there for like 2 hours and the pc got super cold. like 3 degrees celcius.(i live in norway btw) and then i turned on my pc and the cpu temperatures showed 70 degrees when i turned it on. am i doing something wrong or what the hell is going on?

The first thing I would check is if the heatsink/fan is secure, and while at that, check the thermal paste. It might be time to replace the paste.

You didn't say if 70°C was at idle or under load.

Check to make sure it's mounted securely in that case. That would be the first step.

14nm Intel chips don't run cool.... even out of the box stock. 

 

You de-lidded your 8700K which is the same wattage for better temps. Then you have installed liquid cooling. And have a nice 5ghz (300mhz shy of the chips capability on average).....

 

Now undo your de-lid, remove your liquid cooling, and install the OP's cooler. You'd regret it faster than you can reply to this post.

My wife's 8700 is not delidded, runs on a cheap cooler, and doesn't run nearly as hot.

 

Same as son's 9400 and daughters 8350k.

 

In fact all of us have very modest to low-end cooling.

 

Stock for stock, they shouldn't be much different (8700 probably should he hotter) than the 9600k stock.

 

Obviously you didn't look at my specs because I don't have any liquid cooling and we are all on very very modest tower coolers, and I wasn't referencing my 8700k at all.

 

At stock settings, a 9600k might hit 100 in something like P95, so that may not be crazy, which is why I asked.

 

But what do I know I only have 4 Coffeelake chips

You should probably switch to a more accurate measuring software.

 

Nzxt software is trash and causes more trouble than it helps.

 

Run hwinfo 64 and report back your values at idle, full synthetic load (p95, cbr20 is decent fast temp test).

 

If you are hitting 90-100 on anything outside of a full on power virus something isn't right, especially at stock frequency/voltage. Even the stock Intel cooler should adequately cool a non overclocked 9600, and your cooler is substantially superior.

It's normal for clock speed to change all the time, that's how modern processors work, constantly adjusting clock based on load.

yeah my proccecor automaticly changes after what i need so thats why thats wrong, and thanks for telling me the temp thing, ill use that instead. ill buy a new watercooler or something

What fan profile is your cpu fan set to in BIOS
