Figure out in Task Manager or Resource Monitor what's pegging the storage drive.

 

And since people are just going to say it, it may be the hard drive being too slow to service all of the requests. Going to an SSD will help alleviate this.

1) If it's an old hard drive, it's likely aging and therefore takes a lot more time. Check your SMART status with something like CrystalDiskInfo.

2) Windows 10 and HDDs do not go well together. Windows 10 is designed to work better on SSDs.

In task manager there is system which is taking 0.1mb/s and USO core worker process taking 0.3mb/s this two are using most of disk as per task manager.

Does this mean my Drive are too slow?

USO is the " Update Session Orchestrator" (a new tool to coordinate and manage update sessions), and was introduced in Windows 10 1903.
