I recently updated my computer and installed a new motherboard and ram I'm getting huge stuttering issues with the GPU and the CPU and I'm trying to play games like monster Hunter world and destiny 2 I've tried reinstalling the drivers for the GPU and CPU the temperatures look fine I'll post a picture down below and I've even put in back the old ram I thought that might have been the issue. The stuttering is every few seconds almost on que. I've done bench tests using different software and they call come back perfectly fine so I don't understand what is going on when I attempt to play games. I was even playing heartstone and noticed stuttering with the GPU usage but nothing from the CPU.

 

Specs 

i7 7700 (noctua n9su cooler)

GeForce MSI 2070

16 GB DDR4 360 ripdjaw RAM (old ram)

 

Corsair Vengeance RGB PRO 32GB (new ram)

MSI PRO Z390-A PRO (old motherboard) 

Asus z390a pro (new motherboard)

750 gold plus psu

 

Boot drive and games are on a. Crucial MX500 M.2 2280 500GB SATA III 3D NAND Internal Solid State Drive (SSD) .

 

Again there were no issues at all before I changed the motherboard and ram so I think it's clearly a problem with that I just don't know what. Any ideas would be great before I get home tonight and put back in the old mother board.

Your GPU usage is very low which would indicate it is not being able to work to its full capability and waiting for something which in turn is creating the stuttering effect you are seeing. When you say you installed the CPU drivers is that the latest Chipset and ME drivers? Double check that your GPU is not being restricted by a power profile or some kind of frame limit. Make sure your RAM is running at its correct speed in the BIOS too as I have seen this happen with RAM speed before. 

 

I would go into the Nvidea control panel and make sure for high performance is selected for Monster Hunter as a test.

I will try the high performance but I just booted up the pc and tried the GPU in the other pcie slot. And it did the same thing. Then I uninstall and msi and same thing. Then I guess the internet cord got dislodged for some reason and the problem completely went away.... ???? Idk know how that works but if any one could help out that would be awesome. I'm going to put the GPU back in the first pcie slot and try the Nvidia test you mentioned. Also I did make sure to install the latest drivers

Updated. I put the GPU back in the pci one slot. And booted up the game with the internet and it happened. I unplugged the internet part way through and it continued to happen every few seconds. I turned off mhw. Unplugged the internet and now the game is running perfectly fine
