What are the prices in your area, if you can get it for the same price I'd opt for the 590 (or pay the small difference).

 

I've just bought the Powercolor rx 590, but haven't got round to testing it just yet!

In this case the 1650 is a bad deal unless you cant use extra power plugs for the card

 

1660 is faster but quite a bit more expensive, I choose the RX 590 instead. What PSU do you have though? Model and wattage?
