i see a lot of people doing watercooling in a way that they cool the liquid that comes out of the gpu and would normally go back to the rez. why do they cool that liquid if the first radiator would cool it anyway? Linus dit it in his overkill build video? why?

The loop order doesn't matter as long as the res feeds the pump directly.

As previously mentioned, the order of the loop doesn't matter (excluding pump & reservoir placement) because typically a loop will have such a high flow-rate that it would barely have time to transfer heat from one component to another.

So, logically speaking as long as you have the reservoir feeding directly to the pump you're okay.
