Those blocks are what you call "compression artifacts" and they are noticeable in streaming video and movies such as YouTube and Netflix. They are due to the heavy compression that is applied to the video in order for it to be more easily streamed over the internet.

 

The reason they are more noticeable on your new monitor is probably due to it being a higher quality or having different contrast settings.

i recently got the viewsonic VX2458-C-MHD and have been messing around around with the setting (contrast=70 gamma=2.6 full colour range blue light filter 25 1ms mode) but i found that in some dark screens look pixelated as shown in the images bellow. wanted to know if it is a problem with the settings or the monitor and need a replacement.

first is the viewsonic and second image is the old samsung monitor.

Are you looking at a video or movie, or is this in a game or just at the desktop?

To me they look just as pixilated on the old monitor as the new one. I don’t think it has anything to do with the monitor.  The contrast is a ton higher so you can see more stuff but the shapes look identical.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.
