What do you mean by they told you different things?

Just follow simple rules, oc slowly increasing multiplier , and voltage till you get stable oc. Remember to stress test it to be sure it’s stable. No one can tell you exactly what settings to use cos every chip is different and you may need more or less voltage than someone else.

just set CPU multiplier in BIOS to 45.  it's a fairly mild all-core OC so stock voltage should probably handle it.

set the core multiplier to 45 for 4.5ghz, try to boot run stress tests to check for stability.
If not increase voltage.

at what multiplier do you think I would have to start changing voltages? Just for future reference

These chips get hot quick.

One of the best things to do for lower temps is a delid and replace the thermal paste under the IHS plate.

Varies chip to chip, which is why I said probably.

 

Possible you need more even for 4.5
