Poor download speeds after upgrade

Hi, I recently upgraded my processor and cooler. I did fresh install of windows 10 and installed all drivers(cpu, gpu, lan). I am now getting half the download speeds I used to on steam. I went from 10mb/s to anywhere between 5 and 1 mb/s. I've tried clear winsock but to no avail. And its not my hard drive as I am using an M.2. A google internet speed test shows I am getting 80mbps. This is ethernet btw.

i dont use chrome. I use firefox but yeah. Im actually getting 500kb/s now so I think it might just be steam.
