Radeon Desktop Scaling Help!

So my friend finally got a new GPU to replace his ooooold Radeon. He now has a Vega64. It performs supremely well compared to the old card, but the problem is now at the desktop. He currently uses an OLD tv has his monitor which is a 16:10 thinking that is is 1920 x 1080. His desktop always had to use the Radeon "HDMI  scaling" to make sure his desktop didn't extend past the screen's boundaries. Upon installing the  new card and of course using the driver uninstall, doing windows updates etc, HDMI scaling now makes the desktop lag! What could cause something like this? I have a few thoughts.

 

-The new GPU isn't  the default GPU of the system, so the desktop rendering is actually done by the cpu, etc. (can't find default GPU settings)

-The resolution needs to be 1920 by 1200 (cannot change, or even add a custom resolution for some reason)

-The tv is just horrible anyway, and for 80 bucks he needs to just buy a new one.

 

Any thoughts?
