Can i run gta v with this specs?

Technically yes. Like the others said though, it won't be a very good experience at all. The G4560 is actually damn solid for what it is (a budget dual core), but that GT 710 is eeeh. Not the best. 

Like @_d0nut suggested, a used RX 570 would be great.

No. The GT 710 is a really bad card for any type of gaming.

Well, I managed to run GTA V(Online, even) on an I5-3470, 1X8GB RAM and no dedicated GPU. Only Intel HD Family Graphics or whatever they were called.

 

Averaged about 15-20FPS at lowest settings, 800x600 and 50% resolution scale. Sometimes I'd drop to 1 digit FPS if the lobby was crowded and I was downtown. Otherwise, in single player I didn't drop below 20.

 

You should be fine if you really do not care if you're playing GTA V with about 7.5 pixels on your screen, but I'd try to get a used RX 570 or something to help your situation.

You have to update your CPU and GPU to be able to play GTA V.
