Normal Behaviour for 3900X

My processor seems to be always ramping up and boosting during any sort of application and while Idle causing the cpu fans  to ramp up a lot and creating a lot of noise. the only way to prevent this seems to be on power save mode, but then it requires constant changing when I start rendering or even playing any games for the cpu to run at boost. is this normal for AMD processors? I'm on the latest chipset drivers, windows os and bios revision. This is starting to get realyl annoying and is it safe for the cpu to fluctuate from 1.0 V-1.460v CPU core voltage

Yes because Ryzen's turbo boost is really aggressive. Try use 1usmus' custom power plan

but is it safe for the CPU to be running at that high of a voltage? With all my intel cpus even after overclocked i never went above 1.32V on cpu core votlage, or is this perfectly safe for ryzen?

You can always set it manually to 1,325V and see how high it goes with that.

will the amd 3900x be fine running at 1.325v? i read some people sayign to never undervolt the cpu either, and people like Jay are doing it. there's so much mix information

The noise issue should not be there once you put the D15 in. The other stuff is fine. Just make sure to run the latest bios and the newest drivers directly from AMD.

If only there were channels in Youtube where you could enjoy fact based information about overclocking ryzen 3000-series.

Hey, sorry for the late response but I ended up getting the brackets and installed my D15. Temperatures don't go over 70C stock on a low fan curve, it runs at 30% until it hits 65 and ramps up to 60%. I really like my quiet pcs, but regradless this cpu runs hot. I've seen forums talk about undervolting and keeping it at 1.3 and some people say that's actually detrimental so I don't know where to go from there. Maybe it's normal for AMD cpus to run hotter... I mean this is a 12 core but I'm just not used to seeing temps like this compared to the 4790k, and 5820k/5960x that I had in the past.
