Java 64-bit not working at all.

Hello, i have a big problem with Java jre. 
The 32-bit version works just fine, but 64-bit doesn't work at all if installed correctly. What do i mean is when i install Java with installer, it doesn't work at all. But if i install it, copy the files to other location, then uninstall it and try to use it (for example in Minecraft) works normally, if i set the Java Executable manually. But it's not the case if i would need to do that for every program. But if install it manually, i can't open control panel, it's launching, shows white screen for 3 seconds and then crashes.
Tried few different installs, Java 8 141,131,231 and 241 and same effect on all.

I tried updating my Windows, same effect.

Tried to do sfc /scannow, same effect.

What's weird is if i do a fresh install of Windows 10 on Virtual Machine, and install just JRE, it works perfectly fine. That make me guess that it may be a problem inside Windows, which means the perfect solution is format c:, but that's not the case. Is there anything other that i can do?

Windows 10 1909, compilation 18363.535.

Ryzen 5 2600, GTX 960 2GB, B450M DS3H, 8GB DDR4 Crucial Ballistix 3000MHz.

Check the java home and path enviroment variables

 

Make sure you update to the 64 bit paths
