Why is my DDR4 RAM running on 1064 MHz only? And should I care?

In CPU-Z I am seeing my RAM (DDR4) is running on 1064, which is way slower than it should, right? 

 

Why is this?

DDR = double data rate

That's roughly 2133MHz

DDR - Double Data Rate, just multiply this number by 2, it should be near the advertised RAM speed
