Hello, I have a question regarding PCI-e 2.0 (x16 Mechanically, x8 Electrically) .. Does it noticeably impact current gen GPU performance?

This is what I found online (theoretical speeds) and also a lot of mixed answers about the performance impact. Some are saying it doesn't matter, some say it does. So, my question is, is it okay to use current gen GPU on PCI-e 2.0 (8x)?
In case you're wondering.. I'm using Intel S5520HC.

Well that depends on the specific GPU you want to use, resolution, detail settings, etc. and what kind of games you plan to play. Are we talking a 1650 super or a Titan RTX or something in between?
