Does adding an optane boost the load speed of the nvme ssd significantly? (Samsung evo 970)

No it will not do much to boost the speed of your already fast NVMe SSD. Optane is best used with a slow SATA hard drive, it will only act as a slightly-faster cache for a fast SSD which won't result in any load-time differences, especially for games.

If you already have a NVMe drive then speeding it up with Optane won't do much. Optane still functions really well as pagefile though
