i have problems with my frames

so hey guys i have 2 problems with my frames. in most games my frames is capped to 60 i have turned off vsync and also cap and i dont why its capped. and second problem is when i play games my frames go down to 44 and if i alt tab it fixes but i have to do every time when it goes down to 44, and only way i can fix that is if i play in windowed mode pls help

System specs would help a lot here. Also check your Nvidia/AMD controls to make sure your video card doesn't have v-sync enabled. Even if it's disabled in game it can still be enabled on the GPU itself.
