PC Boot Issues

Hey guys my Ryzen 7 2700x

RTX 2080

 PC is failing to boot after I did a thermal reapplication to the thermal paste on my GTX 690 GPU, I actually reaplied it 2 times as my first application was crap, and now with my 2080 back inside it gets as far as the swirly dots and gets no further, any help would be appreciated, I have reseated my GPU many times

I also reseated my Samsung 970 Evo nvme ssd but no luck

Ok so update, I tried a different drive but nothing is working

Even when I try to install windows 10 it gets stuck

UGH! it enters auto repair then flashes for a second then I get nothing but a black screen someone please help!!!!
