Same is happening with me, and its normal. You should use ryzen master to set your core clock to 4325mhz and voltage peak to 1.325

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

Windows will run stuff in the backgroup making the temp going higher, nothing to worry about especially at 55°C.

Most CPUs are different, he might get an higher clock with a lower voltage or a lower clock with an higher voltage, silicon lottery.

What ? Just let your motherboard work by itself, you're not going to reach stable 4.3 GHz all core on all R7 3700X's with any meaningful voltage.
