I am planning to play games while recording, and I would like to know how I should setup my storage.

I am running my computer on a 512GB SSD. I have two slow HDDs (1TB & 2TB) and one fast HDD (4TB). I mostly play PUBG, Overwatch, and Minecraft, so I don't think loading time is very important. I currently have about 250GB of games in total. I am going to record in 1920x1080 60fps 20Mbps.

Could you give me some advice? The following is what I am thinking right now.

 - SSD: OS, game launcher/server (Steam, Battle.net, Minecraft server, etc.), and OBS

 - 1TB HDD: games

 - 2TB HDD: recordings

 - 4TB HDD: movies (If fast drive is necessary for gaming/recording, I can get rid of movies and use this drive)

Also, should I connect hard drives directly to my computer using separate USB ports, or is connecting both drives with a multi-port data hub ok? Thank you!

That setup looks fine. You should connect the drives using separate usb ports but if you don't have enough ports a hub is fine, just be aware if the hard drives are usb powered you may need a powered usb hub.
