Hi, i plan to upgrade my CPU and GPU but not at the same time so i need an advice on what should i upgrade first. I have core i5-4460 and gtx 960 2GB. I wanted to get gtx 1660 super for GPU but i don't know what to do with CPU. I don't know how smart it is to get something like used i7-4770k or something like that so i don't have to upgrade motherboard and RAM because my budget isn't too big. I use pc for gaming (dota 2, new call of duty and some AAA titles) and for 3D programs like Soildworks and few more.

Both are viable to be upgraded at this point.
if you're looking to save some money, personally, I would look at a 1660 Super first. While the 4460 is aging, I'd say it's still capable enough that the GPU swap is most viable. Keep your eye out for a good deal on a 4770/4790 (or their K variants), you may see prices drop, you may find a solid deal on one, or you may end up just having more time to save up some and investing at a later date. I think it's unlikely at best that you'll see fourth gen go up in price on the used market (motherboards, however, might be a different story).
