Bad FPS do i need to upgrade?

I  play RUST and am not getting much fps no matter the optimization I do in settings. 40-65. (70 standing still)
I upgraded from a EVGA GTX960 to RTX 2060 xc ultra didn't seem to help. 
Windows 10 64 bit
Intel  i7-5820k CPU 3.30GHz
RAM 32 Gb Corsair LPX 32GB DRAM 3000MHz C15  <-2 16 gb ram sticks

GPU RTX 2060 XC Ultra
Motherboard X99-A/USB 3.1
PSU High Power HPL-1000BR-F14S 1000 watt not much info online for this. (IBUYPOWER)

BIOS Version/Date American Megatrnds Inc. 4101, 7/10/19
Monitor Asus VG248QE 24.0" 1920x1080 144 Hz Monitor

Appreciate any help you can offer! Couldn't find some of the items i listed (powersupply) on pcpartpicker.

From what I have heard rust kinda just runs like garbage in general kinda like pubg. My guess is it would be the CPU that is causing the performance issues but I am unsure how much of a difference it would make to upgrade it. Honestly I would look up more about what hardware plays nice with rust or if any hardware can run it well. No point in upgrading if you have no idea if it will make a difference.
