Aorus motherboards feature for a utility software named - CfosSpeed. 
Does it really work ?

If you have a crappy connection and a couple downloads max it out then it can maybe help a tad by attempting to give your traffic priority but honestly you're better up setting QoS on your network yourself (if your router supports that). Beyond your local network it won't do anything.

Yes and no. It cannot magically give you more bandwidth or lower your overall latency. What it can do is use QoS (Quality of Service) to prioritize certain packets. This could mean that e.g. a download has lower priority than "real time" stuff like VoIP or games. Limited use if you have lots of stuff running on the same connection simultaniously.
